There is little point in restricting asthmatics to just shallow water diving, including snuba diving, a form of diving that is more advanced than snorkling but less complex than scuba diving. The pressure gradients are great enough in just a few feet of water to create the setting for pneumothorax.

If your child’s asthma is active, I don’t think it is wise to let her dive. Active means any symptoms at all within a few weeks or months. My advice is to enjoy snorkeling.

If your child has a history of asthma and has had no symptoms for at least a few years, an evaluation by a pediatric pulmonologist is in order, with performance of pulmonary function tests. Some experts also recommend X-rays of the chest. If there are any abnormalities in either pulmonary function tests or X-rays, it’s probably not advisable to dive.
